New Model for Training Product Development for Australian Industry

Last month, the Assistant Minister for Education and Training, Senator Simon Birmingham, announced a new model for Training Product Development for Australian Industry. The new model commits the Government to high quality training which develops much needed skills for employment. “In an increasingly competitive, globalised and technologically-advanced economy, Australian industry needs skills training that meets the demands of their modern workplaces,” Senator Birmingham said.
The model, according to Birmingham, is about ” responding to the needs of industry, to boost economic growth, business productivity and employment outcomes.” It places industry at the centre of training product development, and will ensure swift response to the industry’s needs. This includes the a competitive grants process to assist Industry Reference Committees in developing and reviewing products appropriate for their workforce needs.
In the near future, the government is going to invite tenders from the relevant operating entities so they can set themselves up as Skills Services Organisations. These organisations can provide administrative support to Industry Reference Committees. The committees will engage with their industry sectors, facilitating training product development.
The Senator wants Australian industry to lead with the new model because “it is employers who best know what skills and competencies they need in their current and future employees.” The model is the result of wide consultation with key industry stakeholders, and has taken into account feedback and response from the public discussion paper entitled ‘Industry Engagement in Training Package Development – Towards a Contestable Model’. The Senator ensures the ongoing strength in the current system as well as continuity in the national training system as we grow closer to the introduction of the new model, which is expected to be in place by January 2016. So we can be sure that there will be a smooth and relatively easy transition between our current model and the new one.
